Most cult leaders don’t think they will die. And even though they may leave a plan, it’s all up for grabs. Or the cults self destruct from the inside out. In this case DM is self destructing but shielded himself with the almighty dollar and fear.

There was an entire hierarchy established to run the Church after Hubbard left. But it was entirely dismantled by DM.
